Non Functioning Brake Lights

Description : There are many Vehicles plying in the city which do not have any functioning Brake lights. I have even seen many POLICE VEHICLES without them. Most Drivers in Cochin Lack Civic sense and the lack of a functioning brake light is just adding to the misery of others. This incident happened on Sunday the 21st. a Black santro braked hard in the middle of the road as the driver saw a friend on the roadside! i was right behind and since there's this big ditch in the middle of the road, i was forced to ride on the white strip. it was too late for me to react and i braked hard leading the bike to skid. I suffered a few injuries to my knees and elbows. I have been riding the past 15 years and i have driven in cities like bombay and bangalore, where the police are strict about Brake lamps. I have never seen a person being stopped for non functioning Brake lamps. the above incident could've been avoided if only the santro had functioning brake lights! I hope this does not fall on deaf ears.
I have seen people being stopped unnecessarily by the police (MONTH/ YEAR ENDS) never for really valid reasons.
The MVA has provisions for Legally permitted Blood Alcohol levels. no such leeway is given to people here. most people are not even given a breathalyzer test before they're charged. isn't that misuse of authority?
