ARMED RESERVE CAMP, KOCHI CITY

The Armed Reserve Camp, Kochi City is the second largest District Armed Reserves in Kerala and is situated at Ernakulam and Thrippunithura.  The two Camp have a distance of approximately 16 Kms between them and have strength of 5 Active Coys and 1 HQ Coy.
           
AR Camp Ernakulam situating in 2 Acres 4 Cents and 750 Sq. Links, of land opposite to Marine Drive Ground at Shannmugam Road, is having 2 Active Coys (A & B ) and 1 HQ Coy.
           
AR Camp Thrippunithura situating in 7 Acres and 34.5 Cents of land opposite to Hill Palace Archeological Museum, Thrippunithura, is having 3 Active Coys (C, D & E)

ADMINISTRATION

            For the smooth administration, the entire strength of AR Kochi City is grouped into 3 Wings.   ‘A’ & ‘B’ Coys forms I Wing, ‘C’ & ‘D’ Coys forms II Wing and ‘E’ & ‘HQ’ forms III Wing.   In addition to this, the entire strength of Drivers & MT Mechanics is grouped as MT Wing.  Each Wing is under the direct control of a Reserve Inspector and supervisory control of an Assistant Commandant.  MT Wing is under the direct control of Motor Transport Inspector and supervisory control of Assistant Commandant.

            The over all administration of Armed Reserve, Kochi City is vested with the Deputy Commandant of Police and the present Deputy Commandant is Sri. K.I. Bhaskaran. Deputy Commandant Office is functioning at ARC Ernakulam.

            Duties and responsibilities of Assistant Commandants & Reserve Inspectors are presently allocated as follows.

1. Assistant Commandant of Police (Adj)
            He will be the senior most Assistant Commandant of AR Kochi City.  QM Store, AR Cashier, ‘E’ & ‘HQ’ Coys is functioning under his supervisory control.  He is the custodian of whole land and building including quarters of AR Kochi City and also is the Estate Officer.  He is coordinating entire duties from both Camps in consultation with Deputy Commandant.  The present Assistant Commandant (Adj) is Sri. P.G. George Pious and his office is functioning at ARC Thrippunithura.

2. Assistant Commandant – I
             ‘A’ & ‘B’ Coys and Mess/Canteen, ARC Ernakulam are functioning under his supervisory control.  He is the in-charge of all Police Guards provided to various agencies/institutions from both Camps, Anti Sabotage Team and equipments of this Unit, Arms and Ammunitions, Tear Gas equipments and all other Government properties issued to AR Camp Ernakulam.  He is responsible for all the VIP duty arrangements from AR Kochi City keeping close liaison with district Special Branch and in consultation with Deputy Commandant. The present of Assistant Commandant-I is Sri. Sabu Mathew, and his Office is functioning at ARC Ernakulam.

3. Assistant Commandant – II
             ‘C’ & ‘D’ Coys and Mess/Canteen at AR Camp Thrippunithura are functioning under his supervisory control.  He is the in charge of refresher courses/intensive training and all other trainings and also responsible for the proper implementation of daily routine at ARC Thrippunithura.  The present Assistant Commandant – II is Sri .G. Pradeep Kumar and his office is functioning at ARC Thrippunithura.

4. Assistant Commandant – MT
            The entire administrative matters of Motor Transport Wing are under his supervisory control.  The present Assistant Commandant (MT) is Sri. V. Sasidharan Nair and his office is functioning at ARC Ernakulam.

5. Reserve Inspector – I
             ‘A’ & ‘B’ Coys, Mess/Canteen and Dog Squad AR Ernakulam are functioning under his direct control.  He is responsible for arranging daily Prisoner Escort/Money Escort/other Escort duties, men & officers for various Law & Order duties and keeping reserve strength at AR Ernakulam for exigencies.  Cash charge of these Coys is also entrusted with him.  The present Reserve Inspector-I is Sri. V. Pushpakumar and his office is functioning at ARC Ernakulam.

6. Reserve Inspector – II
             ‘C’ & ‘D’ Coys and Mess/Canteen AR Thrippunithura are functioning under his direct control.  He is responsible for arranging routine duty arrangements from ARC Thrippunithura. Cash charge of these Coys is also entrusted with him. The present Reserve Inspector-II is Sri. A.V Asok Kumar and his office is functioning at ARC Thrippunithura.

7. Reserve Inspector – III
            He is the Quarter Master of Kochi City.  QM Store and Unit Armory at AR Ernakulam & Thrippunithura, ‘E’ & ‘HQ’ Coys, Dog Squad at AR Camp, Thrippunithura are under his direct control. He is responsible for the timely repair and maintenance of buildings (including quarters) at both Camps. The present Reserve Inspector-III is Sri. N.T. Anandan and his office is functioning at ARC Thrippunithura.  Since AR Kochi City is functioning as two Camps, one RSI at AR Camp Ernakulam is nominated as RSI-QM for assisting Quarter Master. 

Quarter Master Store, main Dog Squad, Cashier Office and Magazine are functioning at ARC Thrippunithura.

            Entire offices at ARC Ernakulam and Thrippunithura are functioning in barracks converted as offices and no separate building is given for each offices.  There are 6 barracks available at AR Ernakulam. All these barracks are very old and in a dilapidated condition. Among these 1 is used as administrative block having the offices of Deputy Commandant, Asst. Commandants – 1 & MT, Reserve Inspector – I, Motor Transport Inspector, other Coy offices and Dry Canteen.  Another 1 is used as Duty Office, Recreation Hall, Mess Hall, Armour Shop, Bomb Squad etc.  The balance 4 barracks are used for accommodating 3 Coy (A, B & HQ) men, Bell of Arms, MT workshop, Officers resting room etc,.

            At AR Camp Thrippunithura there are 16 Barracks available.  Out of these 1 is used as CPO Store, 2 as QM Store, 1 as Recreation/ Conference Hall.  Balance 12 barracks (1 barrack having 30 feet length only) are being used for accommodating Coy offices, Coy men and officers.  Asst. Commandant – Adjt & II have one administrative block with separation for Cashier office.

            Proposals have already been sent to PHQ for demolishing the old structures at AR Ernakulam and Thrippunithura and constructing new buildings for functioning AR Kochi City, which is having an important role in VIP, VVIP, L/O, Security Guard and other duties in Kochi City.  Also administrative sanction from Govt. for the construction of 2 Nos of Armed Police Lines at Kochi with a total cost of Rs.155 Lakhs under MPF 2006 -07 scheme has been received. But, the construction works have not been started yet.   

DUTIES AND FUNCTIONING OF ARMED RESERVE KOCHI CITY

II.         GUARD DUTY: About 20 payment, 15 non payment guards and 6 watches are being provided from AR, Kochi City.  All most all Nationalised Banks, Treasuries and other important installations like Prasar Bharathi, Head Post office etc., are guarded by Kochi City AR.  In addition to this, 30 PCs and 3 Officers provided for BPCL Kochi Refinery security / guard duty (as per Government sanction) and 22 PCs provided for protection duty of High Court of Kerala. 

III.       PERSONAL SECURITY GUARD DUTIY: About 73 Police personnel are deployed for Personal Security Guard duties to the Judges of High Court of Kerala, Director General of Prosecution, Advocate General, District Administrative Officers, and Senior Officers of Police Department. (list attached)

IV.       STAFF DUTY:
            Outside Staff Duty Personnel: About 67 Police personnel (including 4 RSI/ASI) are deployed for outside staff duty in various offices like PHQ, IG Office, CPO, DCRB Computer Cell etc. (list attached)
            Inside Staff: About 80 Police personnel are deployed for inside staff duty at both AR Ernakulam and Thrippunithura including MT wing. (list attached)

V.        RIDER/DRIVER DUTY: At present 34 AR Police personnel having valid driving licenses are deployed for duty as Rider/Driver.

VI.       PRISONER & MONEY ESCORT: Nearly 50 Police personnel are required for daily Prisoner Escort and Money Escort Duties.

VII.      TRAFFIC, NIGHT PATROL & SHADOW DUTY:  At present the following strength of Police personnel of this Unit are attached to Traffic Stations, Shadow/Night Patrol duties and Janamaithri duties.

  • Traffic West & East                        :           6 RSI/ASIs & 36 PCs
  • Night Patrol                                    :           25 PCs
  • Shadow Patrol                                :           24 PCs
  • Janamaithri Stations/Drama             :           15 PCs

VIII      TEAR GAS SQUAD: A Tear Gas Squad having strength of 5 PCs is functioning at AR Kochi City.

IX        BOMB SQUAD: The Bomb Squad AR Kochi City is functioning under the charge of one RSI, having only strength of 2 HCs and 3 PCs.  Among the PCs, one Police Constable has undergone NSG training and others have undergone training at SBCID (Security), Thiruvananthapuram.  Considering the recent Bomb threats the Bomb Squad has to be strengthened more by more trained men, latest equipment with Bomb Disposal facility.

X         DOG SQUAD: Dog Squad Units of Armed Reserve Camp, Ernakulam and Thrippunithura are functioning under the charge of one RSI.  2 Sniffer Dogs and 2 Tracker Dogs (1 new Pup under training) are now available in this Squad.   At present 1 HC & 8 PCs are attached to Dog Squad for handling purpose. Among them 1 HC & 1 PC are undergone training  at BSF Training Centre, Thekkenpur and 2 PCs are undergone training at KEPA, Thrissur.
In addition to this as per Govt. sanction, 3 AR PCs are attached to Dog Squad of BPCL Kochi Refinery as handlers.

FAMILY QUARTERS:

  • There is no family quarter is available at AR Camp, Ernakulam.
  • There are 22 nos of old type and 8 nos of new flat type family quarters are available at AR Camp, Thrippunithura.  Details are shown below.

  • All the above 22 nos of old type family quarters are very old and in a dilapidated condition.  All these quarters are to be demolished and new flat type quarters are to be constructed. 

WELFARE MEASURE & AMENITIES:

  • In addition to the Mess, two Wet Canteens & two Dry Canteens are functioning at both Camps. 
  • Health Clubs (to be modernized with new equipments), Recreation Clubs are also available at both Camps.
  • News Papers, Weeklies, Carams, Chess, Television Sets with Cable facility etc., are provided with Recreation Clubs.
  • Shuttle Courts, facilities for playing Foot Ball, Volley Ball etc., are also available at both Camps.

      Motor Transport Wing of AR Kochi City is one of the largest Units of this kind of Kerala Police.  This Unit has 293 numbers of vehicles in the following categories.
